Another CATNET Service - Provincial Library


The CSC CATNET now houses the Catanduanes Provincial Library with thousands of volumes of books, various educational audio/video materials and other educational paraphernalia donated by various organizations from Canada like The Rotary Club, schools and churches through the efforts of Consul Tacorda, Gov. Leandro B. Verceles Jr. and PBM Shirley Abundo with the cooperation of the Catanduanes State Colleges President Dr. Asuncion V. Asetre and CSC MIS Director and CatNet Administrator Exequiel A. Mariano Jr., and CSC Librarian Mrs. Mendez.

A portion of the CatNet Building2 was converted to accomodate the Provincial Library that shall be open to the general public before the end of this month. More books are expected from other sources in order to enhance and complement existing libraries in Catanduanes and better serve the reference materials need of students, professionals and researchers alike.

A REAL "Precious" GEM!

Alvis "hit the nail in the head" when he said-

"Alam ninyo na nanalo ang Pilipinas sa Ms. International! But what was most memorable about this event was the way our candidate LARA "Precious" QUIGAMAN answered a sarcastic and seemingly negative question about the Filipinos.

Sana lahat ng mga kababayan natin ganito ang attitude."

What Alvis was saying was how our very own Miss International 2005 candidate answered the question thrown to her -

"What do you say to the people of the world who have typecasted Filipinos as nannies?"

to which she retorted in a most dignified and straight forward manner -

"I take no offence on being typecasted as a nanny.

But i do take offence that the educated people of the world have somehow denigrated the true sense and meaning of what a nanny is.

Let me tell you what she (the FILIPINA) is.

She is someone who gives more than she takes. She is someone you trust to look after the very people most precious to you - your child, the elderly, yourself. She is the one who has made a living out of caring and loving other people.

So to those who have typecasted us as nannies, thank you.

It is a testament to the loving and caring culture of the Filipino people; And for that, I am forever proud and grateful of my roots and culture."

Superintendent Eligible Viganon


Another Viganon has made us proud by passing the 2005 Education Management test also known as Superintendent Exam last May 2005.

She is Mrs. Jenny Tutanes Postrado of Brgy. Penafrancia & now residing in Caramoran. Jenny placed first among the 3 passers from Catanduanes, placed 9th among the 30 or so passers from the Bicol Region and placed in the top 30s among the 144 who passed the exams out of 289 takers in the entire country. Jenny is a consistent honor student at the Viga Elem. School & Viga Rural Devt. High (Batch ’85) where she graduated first honorable mention. She graduated Cum Laude at the Catanduanes State Colleges and took up Masters in Education at the Ateneo De Manila University under a scholarship program. She is currently a Principal at the Caramoran School District. Jenny is married to Mr. Postrado, a head teacher in Caramoran who also hails from Ananong, Viga.

In her very eloquent & well applauded inspirational talk at the Brgy. Penafrancia fiesta in Sept. 2005, Jenny says that with determination & hardwork even a parpanagasa, paratarok, parabintor, parpamangki, paratikrad, parpanuway etc. could also be successful in her chosen profession or endeavor. She thanked her family’s support & encouragement for her success.

Next up for Jenny & the other passers from Catanduanes could be a Superintendent posting in either Bicol Region or Metro Manila.

Congratulations Jenny! We are very proud of you!

The "IGNORANT" vs. The "EXPERTS"

Partisan politics practiced by Catanduanes Politicians showed its ugly head once again - the opposition defeating a proposal to declare "under a state of calamity" the entire province. The proposal was intended to enable the Provincial Government to better serve and respond to the recent "diarrhea" outbreak.

While the outbreak was not officially declared a "cholera" outbreak, Regional DOH officials were one and positive that it is, indeed, "cholera" after laboratory results were completed.

The failed move was sponsored by PBM Romeo Tuplano of Viga, Catanduanes, as advised by the the health team that was dispatched to Catanduanes as they confirmed yesterday that the cases of diarrhea have reached epidemic proportion and that the outbreak would affect the entire province.

However, the Sangguniang Panlalawigan of Catanduanes, dominated by the opposition, were unconvinced, and even largely ignored the findings and recommendations of the Department of Health-Center of Health Development (DoH-CHD) Bicol team. The "honorable" PBM's took it upon themselves to declare that "there is no compelling reason" to declare a state of calamity.

Although the DoH-CHD team headed by Regional Health Director Nestor F. Santiago Jr. were present in the special session called for by the Governor, they were largely ignored as they were never asked to expound or clarify on the implications of their report.

A case of the "ignorant" prevailing on the recommendation of the "experts"?.
